arp 290 (ic 195 & 196)

  arp 290 is in the class double galaxies with wind effects.  the only atlas note is "vv position incorrect", referring to the vorontsov-velyaminov catalog.  ic 196 is the large galaxy to the n, while ic 195 is the more compact galaxy sw of the primary.  the angled arms at both ends of ic 196 are quite unusual.
